CCI informs you that a new service has been launched for the benefit of entrepreneurs and individuals, specifically support in obtaining an electronic signature.<\/p>

Thus, as the entity authorized by STISC (Information Technology and Cyber Security Service of Moldova), CCI can provide you the services of issuing\/revoking a public key certificate, as well as suspending\/restoring its validity.<\/p>

To enjoy this service, you are welcome to contact CCI’s branch offices which will prepare the documents necessary for ordering a signature and submit them to STISC to receive the signature and hand it over to the applicant at the branch office.<\/p>

This service will save time, spare you the need to travel to STISC HQ in Chisinau and guarantee that you obtain the requested electronic signature.
The rates for CCI’s services are approved by CCI’s Executive Bureau and depend on the amount, types and complexity of works.<\/p>

All individuals and entities in any area of activity can apply for an electronic signature, except for persons in public offices.<\/p>

CCI issues justifying impediment confirmation notices under the Regulation on issuing notices to confirm impediments justifying non-fulfillment of obligations No\u00a035\/1 of 25.09.2020, as amended by decision of CCI’s Executive Bureau No\u00a047\/5 of 26 November 2021.<\/span><\/p>

The justifying impediment confirmation service is also known as a Force Majeure Certificate (please note that the concept of “force majeure” has been replaced by “impediment justifying non-fulfillment of obligations” under the Civil Code), which is regulated internationally by the International Chamber of Commerce.<\/span><\/p>

It is the international CCI that has developed the force majeure model clause which is of particular importance for any international commercial contract since it is the one that allows exemption from liability for non-fulfillment of contractual obligations.<\/span><\/p>

The procedure for issuing notices is to be applied in commercial contractual relations in which at least one party is involved in entrepreneurial activity and in which the parties of such a contract have agreed in writing to obtain CCI’s confirmation.<\/span><\/p>

According to the procedure, the applicant shall submit the application and supporting documents, in the case of an electronically signed application, by accessing the page https<\/span>:\/\/eclient.chamber.md\/ro\/auth\/login<\/span><\/a>.<\/span><\/p>

At the same time, documents can be submitted at CCI’s main office 151 Stefan cel Mare si Sfant Blvd, Chisinau).<\/span><\/p>

The application shall be according to the form (<\/span>HERE<\/span><\/a>) and shall specify the nature of the impediment\u00a0\u2013 factual and detailed description of the event and statements confirming that contractual obligations cannot be fulfilled. Upon request, businesses shall also attach the contract and supporting documents.<\/span><\/p>

The notice of confirmation shall be issued within up to 30 calendar days from the date of filing the application and documents.<\/span><\/p>
