TERMS OF REFERENCE
Individual Consultant for elaboration of the Operational Manual of the Sub-Grant Scheme implemented within the Project “Enhancement of the cooperation between economic operators and vocational education and training (VET) institutions and promotion of dual vocational education and training (DVET) to manage the consequences of the COVID-19 pandemic”
- Background information on the project
„Enhancement of the cooperation between economic operators and vocational education and training (VET) institutions and promotion of dual vocational education and training (DVET) to manage the consequences of the COVID-19 pandemic” Project is financed by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and implemented by Chamber of Commerce and Industry of the Republic of Moldova (CCI of RM).
The goal of the project is to consolidate the position of the CCI RM as focal point (its role as “competent body” in the dual VET system) among the social partners, in undertaking measures and activities that will ensure sustainability in the implementation and proper running of dual VET programmes. CCI of RM aims to promote partnerships between economic operators and vocational education institutions for the development of sustainable vocational education in the Republic of Moldova.
Project activities are tailored toward minimizing the effects of the COVID-19 pandemic on VET, especially on dual VET, by digitalization of the teaching/learning process both at the VET institution and partner companies. A significant component of the project is designed to offer sub-grants to Consortia established between economic agents and educational institution implementing VET system.
- Objective(s) of the assignment
The objective of the task is to elaborate the Operational Manual to provide information in design, elaboration, implementation, reporting and monitoring of the sub-grant scheme implemented by CCI of RM. The purpose of this document is to familiarize the beneficiaries with sub-grant scheme and how it should be developed so that meets a set of pre-defined requirements to be eligible for evaluation and correctly implement all planned activities.
- Scope of Work
The scope of this assignment is to present to CCI of RM:
- a) Draft Sub-Grant Scheme Operational Manual;
- b) Present the draft manual to the top management of CCI RM, project staff and other interested stakeholders;
- c) Deliver the final manual after incorporating comments and inputs received from CCI of RM top management, project staff and other interested stakeholders;
Proposed content of the Operational Manual should include, but not limited to:
- Description of approach, objectives, procedures, steps, deadlines and other relevant information.
- Templates (draft Agreement, Financial and Narrative Reporting, other relevant);
- Forms (Application Forms, Evaluation Grid, Evaluation Reports, Awarding and Rejection Letters, other relevant);
- Eligibility criteria (eligibility criteria of consortia/beneficiaries, eligibility criteria of activities, eligibility criteria costs);
- Implementation arrangements (financial and procurement arrangements);
- Sub-Grant Scheme operations (detailing processes such as submitting, approval, registration, disbursement, and verification of sub-grants).
- Duration of the assignment
The duration of the assignment will be one month from October 26st, 2021 to November 26st, 2021. All deliverables, forms and reports shall be submitted in Romanian and English.
- Qualification requirements and basis for evaluation (evaluation criteria)
The consultant should present the prove of implementation of similar assignments, experience in similar conditions, availability of appropriate skills. The Consultant’s experience and qualifications should meet, at a minimum, the following criteria:
- University degree in economics, management, social or other related fields
- Knowledge of international and national legislation and standards;
- Strong competence in development policies and procedures pertaining to procurement, disbursement and social safeguards.
- Experience in the educational / dual VET sector will be an asset.
- Previous work experience in projects financed by international financial organizations;
- Fluent in Romanian and English;

The consultant will submit the proposal and financial offer and will be evaluated based on the following criteria:

Only Individual Consultants scoring a mark of 75 points or more will be considered for the assignment.

- Application
The consultant will be contracted by CCI of RM based on the national legislation applied to individual consultant rules of procedures.
Interested individual consultants must submit the following documents/information to demonstrate their qualifications:
- Cover Letter; and Curriculum Vitae;
- Outline of relevant work/field experience regarding fulfilling the advertised assignment;
- Detailed technical proposal / work plan outlining the proposed methodology, consistent with the preferred approach and principles laid out in the TOR, and including a timeline;
- Financial proposal (including fee and other relevant expenses);
- Names and email addresses of at least 3 references.
